load_languages! always called in current_language=

load_languages! always gets called when current_language is set.
The precendence of method calls is lower than &&
load_languages! if defined? RAILS_ENV && RAILS_ENV == 'development'
should be:
load_languages! if defined?(RAILS_ENV) && RAILS_ENV == 'development'
or
load_languages! if defined? RAILS_ENV and RAILS_ENV == 'development'
